Victoria was far from "the most powerful ruler of the 19th century." Britain was certainly the world's most powerful empire during her reign, but as a mere figurehead, she wielded little practical political influence. Then & now, the country's real leaders were the Prime Minister & Parliament. For 2 centuries, Britain's royals have been little more than crowned celebrities on the public dole.
