Thanks!
In 1968, after the Viet Cong killed 5 Americans in the US embassy in Saigon during the Tet Offensive, the public blamed LBJ, and the responsible Cabinet officer — Defense Secretary Robert McNamara — had to resign, but few blamed his Secretary of State, Dean Rusk.
In 1983, after Islamic Jihad killed 17 Americans in the US embassy in Lebanon, the public and Congress generally supported Reagan and his Cabinet.
In 1998, after al-Qaeda killed 10 Americans in the US embassy in Kenya, the public and Congress again generally supported Clinton and his Cabinet.
In 2012, after Ansar al-Sharia killed 4 Americans in the US consultate in Benghazi, partisan Republicans and right-wing media blamed Obama (then running for reelection), but not the Cabinet officer primarily responsible for embassy security, Defense Secretary Leon Panetta — because few regarded him as politically important. They inappropriately blamed the Secretary of State, Hillary Clinton, because the right had relentlessly vilified her since 1992, and correctly regarded her as a future potential Democratic presidential candidate.
As for the Clinton comment you cited, the right cynically ripped that out of context to misrepresent her as uncaring. PolitiFact helpfully contextualizes the quote. In fact, Secretary Clinton performed magnificently during that marathon Benghazi hearing. Trump is too weak and gutless to endure an 11-hour interrogation; if forced to do so, he’d incur several dozen counts of perjury.
