I concur that Bush the Elder’s administration & the Harvard Business School gave Yeltsin & Russia terrible advice. Shock therapy to turn Communism into Reaganomics overnight was a recipe for disaster. Bush, HBS, and Yeltsin’s folly each bear some of the blame for Putin’s war on freedom in Russia and abroad.
